The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and the Oregon Client (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

Scope of Work:
As part of the Office of Information Services (OIS), Technology Platform Data Resources Management Team (DRM) is searching for an experienced senior DB2 database administrator to assist with the administration of the enterprise DB2 environment. This position will focus on providing expert consultation to management, DRM staff, technical, and business stakeholders.

The Key Person will participate in the Mainframe Modernization project by applying their skills and experience to manage both IBM DB2 databases for Unix and Mainframe operating systems.
The Key Person will perform data refreshes in development, test, and UAT environments, assist in the deprecation of legacy DB2 databases, and troubleshoot and resolve DB2 job and database issues. They will plan and implement DB2 upgrades and patches, support the export and load of production data, and provide support for batch jobs on zOS, including job scheduling, monitoring, and troubleshooting. The Key Person will also offer DBA support for applications running on AIX, zOS, and Linux platforms, support Java-based applications using JDBC and SQLJ, and create and manage JCL jobs to automate database and system tasks.
Additionally, the Key Person will design, create, implement, maintain, tune, and support DB2/UDB databases on AIX and z/OS platforms. They will manage tables and indexes, promote changes to various subsystems including production, and provide on-call coverage for OLTP applications on the zOS platform. The Key Person will develop and maintain UNIX shell scripts to monitor table space usage and buffer pool usage, work with ETL tools to extract DB2 data from zOS to staging tables on distributed platforms and develop ETL routines using DB2 load/unload utilities, DB2 Connect, and other data warehousing tools.
Finally, the Key Person will provide ongoing technical assistance and education to application developers and business analysts for DB2, COBOL, JCL, and SQL. They will conduct performance analysis and identify tuning opportunities to enhance database performance, implement and manage recovery strategies using RMAN, and provide schema development and system configuration support for application developers. The Key Person will also work with developers to diagnose and resolve database-related application issues, supporting schema maintenance and data distribution.

Diagnoses and resolves complex problems for critical state systems, often requiring high-level coordination with IS staff and multiple vendors, including conflict resolution.
Provides expertise to other IS staff, assisting with major system crashes and establishing procedures for problem diagnosis and resolution.
Communicates effectively with customers in both oral and written forms, and coordinates training for assigned infrastructure functions within a diverse and dynamic system environment.

Data Construction:
Ensures daily operations run smoothly by managing tasks such as installation, performance monitoring, access, security, back-ups, scheduling, inventory management, and order processing, within a diverse environment with multiple vendors and sites.
Plans and schedules installations of new or significantly updated products, analyzes system performance, resolves resource competition issues, and recommends system configurations based on costs, specifications, and organizational policies.
Communicates effectively with IT counterparts, addressing performance problems and maintaining relational database integrity while considering constraints, linked tables, consistency, and data-level security.

Planning:
Oversees high-level strategic planning, addressing resource utilization, acquisition planning, new technologies, disaster planning, overall system performance, and security. Assesses and integrates new technologies, establishes standards, and recommends operational changes to optimize resource use.
Manages data-related decisions, including data sharing, location, usage, security, integrity, flexibility, and resource allocation. Establishes and enforces metadata standards, reviews and approves logical data models, and conducts training in data modeling and design.
Navigates a diverse and dynamic planning environment with multiple remote locations and varied standards, integrating multiple systems from public and private organizations.

Specific DBMS Skills:
Extensive knowledge of DB2 on z/OS and AIX.
Knowledge of SQL construction and optimization.
Understanding of data base connectivity to DB2 z/OS from SQL-Server, WebSphere, Cold fusion, Business objects, LUW, MS-Access, Toad, Oracle, etc.
Extensive knowledge of z/OS, OMVS, CICS basics, utilities, RACF and dataset and Access Control.
AIX security, scripting and monitoring experience.

Provides technical support for the development, implementation, and maintenance of an internal database. Maintains policies and procedures for ensuring database s security and integrity. Implements data models, database designs, data access and table maintenance codes. Resolves database performance and capacity issues, and replication and other distributed data issues. Relies on knowledge and professional discretion to plan and achieve goals. Works under general supervision and usually reports to a supervisor, though some ingenuity and flexibility is required. May require a bachelor s degree in a related area and 2 4 years of relevant experience.

Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.

Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.
This position is approved for remote work.
Remote onboarding will be required for the first day.
The selected key person can telecommute, as agreed to between the Agency Authorized Representative and the key person.
Telecommuting will be contingent upon the Agency providing an adequate computer, monitor(s), Internet connection, and telephone, and candidate should be readily available during normal working hours via phone, email or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person's home site or his/her PC.
