We are looking to fill three separate Key Person roles one for each requisition.

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and the Oregon Client (ODHS)
OIS provides the technology systems and services that support more than 15,000 OHA and ODHS agency staff at local offices and facilities around the state
These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

As part of the Office of Information Services (OIS), the Vendor Managed Office (VMO) team is designed to support ODHS and OHA business partners in their management of IT vendor s performance
This position is responsible for providing strategic direction and operational support to partner agencies during the IT procurement and contracting process
This position works closely with business partners to review and identify system requirements, develop contractual terms, and obtain the best IT solution/system while minimizing the State s contractual risk and exposure.

Scope of work:
Program Relationship Management for IT Services:

Function as a trusted advisor to Agency leadership for the purpose of providing consultation and recommendations to ensure business IT needs and priorities are being addressed.
Communicate status updates, project impacts, risks and issues to business partners, OIS executive staff and various stakeholder groups including federal partners and legislators communicate any significant changes in project s schedules, general issues and concerns and overall progress to executive staff, steering committees, Federal funders and other Federal partners, Legislators and staff, and other stakeholders as needed.
Provide IT system procurement and contracting consultation and analysis to DAS Procurement, Office of Contracts & Procurement, and business areas involved with and affected by the programs
Consultation includes advice to business areas on the use of contract vehicles (e.g
IT Services Level Agreements, Payment Schedules, Service Orders, Contract Amendments, Change Orders, Cause Notices) to effectively manage contracts and hold vendors contractually accountable
Ensure that program feasibility is continuously assessed and that any associated schedules and cost benefits are reported and used for iterative adjustments
Work with business partners to develop business requirements, draft scope of work, terms and conditions, evaluate existing RFP/contract language
IT procurements are frequently multi-million-dollar procurement; advises when these can be conducted as standard procurement processes, emergency procurements, or special procurements.

IT Vendor Contract Development, Oversight and Relationship Management:
Provide oversight of IT vendor contracts and manage vendor relationships, as needed by the program.
Collaborate with IT vendors to ensure understanding business requirements and timelines, and alignment with strategic objectives.
Work directly with IT vendors to provide direction and support to ensure business operational needs are met and the system is operating as required by contract.
Assist with and provide detailed information for development, review and updates of required Advance Planning Document, and other materials for submission to the Federal government, State legislature, DAS, DOJ and the Joint Legislative Committee on Information Management Technology
Ensuring adherence to standards, processes, strategies, goal and objectives to meeting program operational and strategic needs
Work Closely with key staff to develop and present information and reporting as required by Federal and State partners or as requested by other organization.
Support contract amendment development and implementation; coordinate with representatives from various businesses, contracting, financial and legal for the purpose of preparing contract enhancements, and amendments.
Monitor contractor performance for the purpose of ensuring business goals, objectives, and strategic outcomes are achieved.
Review, analyze and approve contractor s reports and invoices to ensure accuracy and timeliness; that services level agreements are met, and appropriate resource allocations are occurring; authorize invoices for payment.
Conduct periodic meetings and vendor evaluations with business stakeholders for the purpose of assessing if their specific program needs were addressed; contractor is meeting their business objectives and maintaining customer service level support.

Where appropriate, provide leadership for and oversight of formal vendor evaluation process, including the development of evaluation tools and processes.
Adhere to OAR, DAS and agency contract and procurement policies and procedures.
Track IT performance metrics against contractual obligations
Create and modify IT performance metrics to meet the needs of operations
Assist IT troubleshooting team with incidents and problems related to IT performance obligations and make recommendations as appropriate.

VMO Strategic Development:
Working with key consultant/research vendors, provide strategi guidance in building VMO processes & capabilities.
Work directly with high value IT vendors, senior ODHS/OHA executives, DAS, IT oversight, LFO and business partners.
Research best tools; recommend best contract management software
Ultimately said software will contain all executed contracts as will contracts that are under development but are not yet active
Including clear metrics across all key performance indicators (KPIs) to ensure strong performance management.
Research, develop KPI, analysis, develop system stand reports, share best practices, which provide leverage to improve vendor performance.
Handle internal contract-related complaints or disagreements from the business or other internal stakeholders.
Classify, rationalize, and optimize the vendor portfolio and concentrate efforts on managing the most strategic vendors.
Create vendor contract, performance, relationship and risk management procedures.
Inform IT vendor managers/procurement and business operations about information gleaned form market research reports on sourcing methods, products, and potential vendors while conducting vendor analysis.
Assisting internal alignment with key leadership, IT oversight on vendor management value
Obtain consistent visibility of vendor engagements and opportunities within the OHA/ODHS including IT oversight agencies.
Potential outcomes improved contractual performance, additional Service Level Agreements to better manage IT contracts as well as improved terms & conditions.
Terms and conditions require a long-term effort working closely with DOJ, ultimately leading to IT contract template updates
This is a multi-department effort that requires sensitivity, strong social skills and leading without explicit mandates
Decisions will have impact upon ODHS/OHA, IT oversight agencies, business programs as well as vendors, with potential multi-million-dollar implications.

Full-time professional Information Technology Project Development work experience and/or Function/Business Process Analysis work experience.
Substitutions: Accredited college training may substitution for the required work experience with a maximum substitution of four (4) years
(Fifteen (15) semester hours in Information Technology or a related area is required.)
Accredited graduate training in Business Administration, Information Technology, or a related area may substitute for the required work experience with a maximum substitution of two (2) years
(Fifteen (15) semester hours in Information Technology or a related area is required in either the undergraduate or graduate training).
Successfully completion of an Information Technology Certification program, may substitute for the required work experience with a maximum substitution of two (2) years
(Proof of certification must accompany application.)
Two (2) years of work experience as a Project Manager-Associate; Quality Assurance Senior Analyst; Business Systems Consultant-Intermediate; Quality Assurance Analyst may substitute for all of the required experience.

Access to Agency systems will be provided via VPN or similar software
No hardware or additional software will be provided at the key person's home site or his/her PC.
Work schedule is typically Monday - Friday, 8 AM - 5 PM Pacific Standard Time.
